On May 27, 2010, Governor Jim Douglas (R-VT)allowed Senate Bill 88, "An Act Relating to Health Care Financing and Universal Access to Health Care in Vermont," to become law. Governor Douglas stated, "Vermont is recognized as a national leader in health reform, we are the healthiest state in the nation." Senate Bill 88 establishes the Commission on Health Care Reform, and begins implementing reforms outlined in the Affordable Care Act (ACA), passed by Congress in March.
The Commission on Health Care Reform will provide at least three design plans for a health care system that would provide universal coverage to Vermont residents. The design options will be open to public review and comments by January 1, 2011. The bill expands Vermont’s Blueprint for Health which provides information, tools, and support for residents with chronic conditions. Additional changes include mandating coverage for tobacco cessation medications and mandating coverage for anesthesia for certain dental procedures.
