Analysis of Health System Reform Provisions of Reform Bills in the House of Representatives and Senate.

A report conducted by the Lewin Group for the Peterson Foundation looks at the impact of legislation over a 20-year period, 2010 to 2029, and concludes that the pending bills so far fail to meet the Foundation’s four point test for health reform of paying for itself over the first decade, not adding to the deficit beyond the first 10 years, achieving a “significant reduction” in the government’s “unfunded health care promises” and bending down the curve of health care spending.

The Congressional Budget Office released an analysis of how the proposals within the Patient Protection and Affordable Care Act would affect health insurance premiums in various markets. This report provides separate analysis of the effects of these proposals on the premiums within the individual insurance market, small employer insurance market, and large employer insurance market.

The Congressional Budget Office released a revised scoring estimate for H.R. 3962 - the Affordable Health Care for America Act. The revision is based on the CBO's revised estimate regarding the effects of section 2581 of the act, which relates to the Community Living Assistance Services and Supports (CLASS) program.

The Patient Protection and Affordable Care Act, which is projected to cost $849 billion and cover 94 percent of the population by 2019, contains provisions for various delivery and payment reforms, new workforce intiatives, and a public insurance option with an opt-out provision for states.
