In 2008, more than one in four adults aged 55-64 applying for health insurance in the non-group market were denied coverage.[i] Of those who were offered coverage, more than one in ten were offered a plan that excluded pre-existing conditions, forcing them to pay out of pocket for the treatments they need most.[ii]
