Earlier this week, Governor Rick Perry signed into law the Texas omnibus health care bill, which will eventually allow the state to enter into a “health care compact” with other states, as a means to garner flexibility in operating both Medicare and Medicaid. The Legislative Budget Board estimates that this legislation could save $468 million over two years. Two other states, Oklahoma and Georgia, have signed similar measures, which could turn Medicare and Medicaid funds into block grants.

 Texas passed legislation to formally request a Medicaid block-grant waiver, similar to what has been proposed by Rep. Paul Ryan for all 50 states in his budget proposal.  

On September 7, the University of Texas’s Gulf Coast Regional Extension Center (GCREC) began its enrollment period for eligible health care providers to receive  national electronic health records system data transfer training.

Implementing health reform in Texas is a challenging process, particularly due to the state’s significantly high uninsured rates, ethnic diversity, and issues related to immigration. Successful implementation of reform could bring many advantages to state residents. This fact sheet highlights some of the benefits and obstacles associated with implementing health reform in Texas.
