Medicare beneficiaries are seldom the focus of the Medicaid reform debate. But per-capita cap proposals could mean significant changes for those eleven million Medicare beneficiaries who rely on Medicaid for additional financial help as well as long-term care, behavioral health, and other services. It could also impact state efforts to offer integrated care options to beneficiaries. At this NCHC Forum, our panel will examine the Medicare implications of Medicaid Per Capita Allotments Proposals.
