Member Spotlight: Association for Community Affiliated Plans

The Association for Community Affiliated Plans (ACAP) is a national trade association representing the interests of more than seventeen million enrollees—approximately half of all individuals enrolled in Medicaid managed care plans—through not-for-profit Safety Net Health Plans.

ACAP is dedicated to bolstering these Safety Net Health Plans with the mission of improving the health of lower-income and vulnerable populations. As an advocate for their member plans, ACAP works to address social determinants, combat opioid abuse, address childhood obesity, and care for children with special health needs by ensuring coverage for those who are most at risk.

In recent months, ACAP has been making great strides in their advocacy through thorough research. In early February 2017, ACAP published a comprehensive report on cost-sharing reductions under the ACA. The findings indicated the need for the preservation of these cost-sharing reduction plan payments regardless of what the future holds for the entirety of the ACA. ACAP also recently issued a report on innovative ways Safety Net Health Plans participating in Medicaid managed care programs coordinate and improve care for children with special health care needs.

ACAP has been an active participant in NCHC’s programmatic activities. In February 2016, ACAP CEO Margaret A. Murray served as a panelist on NCHC’s forum entitled “Improving Chronic Care in Medicare Advantage and Beyond.” We have also enjoyed working toward shared advocacy objectives of a strong Medicaid program, a robust non-group market, and the permanent authorization of the Dual Eligible Special Needs Plan (D-SNPs) now included in recently introduced Senate chronic care legislation.
