Dartmouth Scholar Headlines NCHC Forum on Affordable Medicare Policy

Dr. Elliott Fisher, a national health policy leader from the Dartmouth Institute of Health Policy and Clinical Practice, headlined the Inaugural NCHC Forum, March 22nd, with a talk entitled Withholds, Cuts or What.

The event examined Fisher’s new proposal to apply special withholds to Medicare reimbursement in order to accelerate delivery reform, achieve scoreable savings  and avoid across-the-board cuts in provider pay. Dr. Fisher first advanced the concept in a January 2012 article, “Withholds to Slow Medicare Spending:  A Better Deal than Cuts,” in the Journal of the American Medical Association.  

Dr. Fisher and his colleagues at Dartmouth have done groundbreaking work on disparities in Medicare provider payments, and are the originators of the Accountable Care Organization model included in the 2010 federal health care law.  As this year’s fiscal and health care debates continue, Dartmouth’s ideas could move to the forefront of the health policy agenda.
